By the time Intel ships 22nm Atoms, 28nm ARM A15's will be shipping as well. Both products will well exceed the performance required by the gadgets they go in.

Even low balling the CPU price (which Intel won't want to do) doesn't help because in the mobile gadget space the price of the CPU is 5-10% of the price of the gadget, not 30% like in the PC space.
