I'm representative of CA migration trends, moving in from MO in 1985 and out to TX in 2004. The article is a bit misleading, though. It's true migration between the other 49 into CA reversed since the '80s, but last I hear overall CA immigration was still positive due to people coming in from other countries. Heck, NYC probably had net interstate outflow for 200 years, but daily arrivals at Ellis island kept the population booming.

I may be wrong about CA net inflow, though. This article says net migration from Mexico (#1 source of CA foreign immigration) is now zero:

Note that even negative overall immigration is not enough to reverse CA's population growth, because recent immigrants tend to be young and have lots of babies.
