I probably should have posted the link to the article that referenced the graphic.
In this case, I don't think the author was trying to fear monger at all. The point of the graphic in the context of the article is that rather than invest in economic growth - the old fashion way - banks have elected to place big speculative bets with potentially huge undetermined counter party risk with full knowledge and expectation that if the bets crap out - they will be bailed out by tax payers. The graphic shows the extent of the bets that have been placed.
