Not really... look at population density.. High Russian density like Southwestern Ontario. Except they have a much bigger area there.. We should require more folks go north when they come here.. Ten years and you can go anywhere.. most won't move after that .. it's human nature..



also look at Murmansk.. open year round due to gulf stream.. we don't have that.. yet :O) Big advantage for them...
