Why is 2.3 Ghz better than 700 Mhz in metropolitan areas?



I understand propagating a good signal for a further distance with a lower frequency. The above graphic shows the efficiency curve for 2500 Mhz to be steeper than that of 700 Mhz. Is this offset by faster speed or higher bandwidth with spectrum of higher frequency? I assume it is the later and theoretically, 2.3Ghz could carry 3 times as much data as 700Mhz. Is such linear extrapolation sensible?

Based upon the above, this Indian blog post implies that anyone getting 700Mhz is going to be better off than existing spectrum holders. I see the response to this post has a partial answer to my question.
