It was an IE issue. Until I figure out how to get it to work perfectly, I modified the code to convert it to the correct format before saving it to the database.

So even though you will see

< blockquote > Very Cool < /blockquote >

in the editor, it will come out like this:

Very Cool


Actually if you toggle back and forth between RawText and Normal, it will display properly in your editor.
