Mandated - so you are advocating the gov't order TCP or ENB to build a cross-Canada bitumen p/l?

In the '50's the Federal Gov't mandated the oil companies build refineries in Canada. This policy was all about job creation. Then and now, Canadian refineries cannot compete with US and Middle East mega refineries. It would be cheaper for us to import refined diesel and gasoline.

Gov'ts did the same with breweries, otherwise, we would have been drinking American Beer for the last 60 years.

The Federal Gov't also mandated the auto manufacturers (under the auto pact) to make cars and trucks in Canada, so there were manufacturing jobs here.
