From BNN morning update

In the meantime, President Obama is spoiling for a fight with China. According to multiple reports, the U.S. will file a complaint at the WTO over Chinese limits on rare earth exports, the stuff used in high tech products. Obama is expected to take the action in concert with Japan and the EU. China's state-run news agency, Xinhua, has warned the U.S. that the move risks a "backlash" from Beijing.
