There are forces at work here that I don't fully understand.

It is a curious thing. The refinery is huge and there are 4 Chevron gas stations surrounding it. They have higher prices than any other station in the area.

El Segundo is a company town. It has that name because it was Standard Oil's second installation.

Recently the city manager attempted to raise the taxes on the refinery, which haven't been raised in 15 years. Chevron had a hissy fit and the manager was fired - no tax increase. Their footprint takes up 1/3 of the town.

The forces at work that you're referring to are probably the collusion between politicians and certain people who benefit from the decisions politicians make.
