Japan considers building back-up capital

This is something which has been under consideration for decades.

One of the major concerns is Tokyo is like NYC, Wash DC and LA, combined. It is the Financial, Political and Entertainment center of the country. Which is one of the reasons for the massive concentration of people in such a small area. Moving north (closer to the area now affected by the Nuclear disaster) had been a plan . But there is no escaping typhoons, volcanoes our earthquakes in Japan.

But there are surprising a lot of open spaces in Japan if you get away from the big cities.
