Sure. Intel has used their influence with Microsoft to get what they want in the past. The most recent I can think of is when Microsoft changed their rules for certifying Vista compatibility to include the horribly weak Intel graphics, thus establishing two branches of certified Vista machines, one that could handle Aero Glass and another that didn't, thus diluting Aero, which was supposed to be a major feature of Vista.

Microsoft later admitted that was a mistake and it was sort of a scandal for a while.

Dunno if actual dollars were exchanged or what, but the net effect was the same. Intel made sure that they were protected from superior products of others.
