Why can't they power their own damned pumps directly, without involving an external power grid?

Nuclear Reactor safety systems seismic sensors automatically shut down a nuclear power plant when an earth quake occurs. Hence a nuclear power plant can no longer produce power to run coolant pumps. The safety system also prevents a nuclear power plant from restarting if the coolant pumps are not running. Hence a nuclear power plant needs an outside source of power during start up.
