I imagine the first place to look are at the chairmen of the relevant committees -- budget, finance, and banking. There are financial contribution disclosure documents filed with the federal government that disclose how much they receive from contributors. This is a difficult issue to get Congress to take action on because it involves a small number of people who have vast resources at their disposal. Spread enough money around the relevant politicians and they're willing to look the other way, particularly since most other people are ignorant of the whole situation.
