In line with the thread topic, I will only talk about #1 on the list. The problem with NOT adding any form of health benefits at this point is that we will exponentially increase the number of uninsured as the unemployment shoots up. When COBRA had been enacted in 1986 the [former] employee's costs for the family coverage were less than 20% of the average unemployment check; now, they are ~75% ($1K/mo. average premium and $300/week average benefit - less in many states) which means that a single-earner's family can not take COBRA and continue to eat, etc. at the same time.
