Of course that all relies on the acceptance of the UN's ideas, and than having governments make the attempt to push such reduction of CO2, and those attempts being successful.

Each of those three is rather questionable.

That would be an investment more than three times the current size of the entire U.S. economy.

Which is another way of saying "the investment is unlikely to happen".
