Actually, I believe Apple bought PA Semi for the engineering talent. Intel can provide the Atom cores and Apple can build their own proprietary logic around the cores.

The ultimate in product differentiation and IP protection!

Intel did very similar work with HP back in the '90's using 80960 cores for printer platforms.
