None of the parties or alleged actions are within his jurisdiction

I'm not sure that this is the case. Intel most certainly conducts business in NY and I would think that this fact alone would force them to comply with NY antitrust laws when conducting business in the state of NY. It's quite possible that any one of a number of businesses that ARE based in NY might have been improperly coerced by Intel... We'll have to stay tuned and see what unfolds...
