Why are the Globalstar satellite launches listed under Boeing's Integrated Defense Systems?

Isn't the Joint Tactical Radio System (JTRS) a form of 'tactical communications' that uses Globalstar as its communications network?

If this is not the case, then why is it called the Joint TACTICAL Radio System? And why will all branches of the military use it?

Given the need for security (disinformation), it is difficult to say to what degree the publicly available global coverage and system architecture data are accurate, true?
