So you are willing to carve off a place from the United States and allow it to be a foreign Country. How odd that you fought a civil war on that very subject. No. I'd grant them all American citizenship. They can all live in New Jersey, or Detroit, or Palm Springs, or wherever. New Jersey was just an idea of where they can locate if they want to live around each other, sort of like Utah for the Mormons. They can live in America where they are welcomed and loved as equal citizens able to practice their unique cultural/religious rituals as they choose, rather than in the ME where they are hated, demonized and attacked by a surrounding foreign population that is 30x their size. But no, they don't get to be a foreign country.
