That is one of the stupidest things I have ever read.
What moron would take scores from one system and apply them to a different system?!

If you were hiring a college student who's GPA is 3.9 on a 4.0 scale, would you say he's a lesser student if you read his GPA as 3.9 on a 5.0 scale. Most people's first question would be: "what GPA scale is that 3.9 based?".
