The speculation you mentioned seems to gain some popularity in US (I heard similar things before). It may be partially true but the main reason is that the Chinese as a whole is not very good at politics, or say, pretty dumb in politics. For example, there are over 30% Chinese population in Malaysia, who control 70% of the nation's economy, but the Chinese group has gained very little political power in the country. This example can tell you something...

On the other hand, China may become a paper tiger after it becomes big 20~30 years later due to its internal problems.
