Re ARWR, Ive been watching, they had a massive reverse split back in Jan, 100:6500. The stock trade rather thinly up at the higher range, but soon dropped to levels where investors got more interested. I will give them credit for trying to make something of the company, they announced their move into nanotech not too long ago, but it did not help the stock, it tanked hard in Oct from the $5 down to $2 where it has been floating lately.

It seems the current investors have the attitude that a bag of potatoes and some intellectual property is worth the bag of potatoes. A move over $3 will be a good thing (said in Martha Stuart voice).
