True, to a degree. Obviously, these chemicals need to be stored in an oxygen-free environment. The fuel and oxidizer tanks are purged of oxygen by displacing with nitrogen, IIRC. Some pressure, thus, would result to maintain an oxygen-free environment as fuel/oxidizer is consumed.
