Yes, it is taught in the Old Testament.

According to the writings of the Old and New Testament, after Christ there no longer is a "Old Covenant". Therefore a non-Christian Jew cannot be living under the Old Covenant. Non-Christian Jews may think they are living under the Old Covenant but they are not. They have rejected Jesus Christ as their Messiah and are still waiting for him.

Of course the above is my interpretation only derived from my reading over the years. I'm sure there are other views.
