There is surprisingly little discussion about the change in the NASDAQ coming up Monday.

The article you quoted says "Investors tend to flock to markets that contain the most buyers and sellers, and Nasdaq hopes that SuperMontage will attract so many orders that ECNs will join. But although some small ECNs have agreed to participate, the two largest, Instinet and Island, haven't committed themselves. "

But I found this link on the NAS site:http://www.nasdaqnews.com/news/pr2002/ne_section02_086.html

The link states that as of April 16, Island was participating. What am I missing?
