FWIW, the following from LightReading regarding capacity "glut" and capex plans...

Capacity:

Comments: 70% utilization is the figure passed around as the threshold for lighting up additional assets, so that would make about 40% of the carriers surveyed already at that figure.

Capex:

The question then becomes: So how much are they planning to spend, especially relative to last year and the year before? The answer appears to be about flat to slightly higher...on aggregate capex.

IMHO, the bottom is already priced in, barring any strange market fluctuations. So, this baby should be a hold to accumulate.
