adoption rates could pivot on the public as a whole understanding that electrical transmissions can be both more convenient and more secure than paper.

if they will face this decision while the turmoil of 911 is still in effect the roll over to electronic communication could settle in as the situation cools. some targeted marketing to this end would seem appropriate in the near future. the ad market is down. they would be able to get good bang for the buck now
